Tying up scallop fishermen is not a measure that I would welcome.There has always been a general presumption against providing compensation for the effects of fish diseases, but we have sought the industry's views on measures that are available to manage the risks of such closures in the longer term—through, for example, the relaxation of licensing conditions—or measures to assist in the diversification of the scallop fleet, through the financial instrument for fisheries guidance.The issue of testing is a matter for the Food Standards Agency.
