The reason for that is that spending is historically high in the UK in comparison with levels that we have seen outside the wars. In comparison with the pre-pandemic period, spending as a share of GDP will be up by about 5 or 6 percentage points, with that being driven partly by higher debt interest and partly by higher spending on pensions.
