The proposal for the top increase in tolls to be to £4 does not have support in Fife or anywhere else, but we must ensure that we follow due process and make rational decisions at the end of the day. Let us get this clear: when Gordon Brown said that"The whole proposal is dropped",he was not telling the truth.
