It is maybe oversimplistic but, the other day, I described it to my chief executive as being like buying a Ryanair ticket—if you want space for sports equipment, you have to pay a bit extra. Because it is a fixed-price contract, there have been no additional costs— I do not mean under the contract; I mean the additional costs that have been involved in Police Scotland having to do all this extra work, with extra staff working on the project and time spent dealing with the failures of the contract.
