Section 43 inserts into the Civic Government (Scotland) Act 1982 new section 27A(7), which gives the Scottish ministers a power to modify the definition of a "dealer" and to specify"descriptions of activity which are not to be taken to be businesses".The power is new, but it is similar to other powers in section 27A that we discussed at stage 1.
