As has been said, there are concerns about registration variations. Someone may wish to donate their eyes but nothing else or they may wish to donate only their heart.
The person who committed the crime knows that he will stay in prison for that period and will gradually prepare for release. He may or may not have remission, but he will know well in advance when he will leave prison.
