If there is no clear net environmental benefit, the public may start to get confused. They may say, "We are doing this for the environment, but it is not abundantly clear that there is a real, positive outcome."
That is probably the proper focus, as we can take evidence on the other issues. We may or may not get it right, but we can assess the current provision from the evidence that we hear from directors of education and others.
Let us imagine that a trust and a company are in close association. The trustees may be family members—they may not be, but let us say that they are—and the company is a family company.
