Neither the First Minister nor any other Executive minister signs warrants on the ground of national security, which is a matter for ministers at Westminster, or for any matter other than one that relates to serious crime.However, where we have an opportunity through signing an interception warrant to assist the police in tracking, catching or monitoring the activities of those who are involved in serious organised crime, I assure members that we sign such warrants, and will continue to do so, under the strictest conditions and in the interests of the population of Scotland, their safety and security and in the interests of tackling serious organised crime.
