Although I am not absolutely familiar with the up-to-date position, in the past Scottish lawyers could not practise in England and English lawyers could not practise in Scotland, and very few were qualified to practise under both jurisdictions.
For example, it may want to assess whether a specifically Scottish solution could be introduced at a later date. We must recognise that there was such an option on the table.
