As with other Scottish Executive civil servants, full-time Reporters are selected on merit through fair and open recruitment competition and appointed by the Scottish Executive Directorate of Personnel and Pay following the successful completion of a probationary period.When the workload so demands, the Chief Reporter makes appointments to inquiries from the Part-time Reporters Panel, who are not employees but act in a consultant capacity, on a case-by-case basis.There are no plans at present to alter these arrangements.
