We think that the bill strikes a fair balance between interference with rights and the public benefit, but the issue may be more complicated because of areas in which more may need to be done or where the balance is finer.
As you have indicated, the reasons for that may not necessarily be to do with staffing levels; there may be pressures on the service for a variety of reasons.
