Given that we know that, historically, Scotland has a low rate of business R and D compared with the Organisation for Economic Co-operation and Development average and that we need to catch up in that area, should Scottish Enterprise not be fleet of foot enough to say that if there is a shortfall in renewable energy, we can spend that money in another area to support R and D?
