The regulation mentions"the person appearing to the inspector to be in charge of the animals".I understand what that means, but the inspector might make a mistake—they might get the wrong person—and then prohibit, indefinitely, the wrong person from transporting those animals.

We cannot say that we need to ensure that our prison estate is fit for purpose and that people who need to be locked up are locked up, and then say that we should not try to get the best value for the public purse.It is shameful that the Scottish National Party would cancel some of the existing PPP contracts for our schools.

The chamber will have to forgive me for being cynical, but the £700,000 that the council is putting in is exactly the sum that it will get from NHS resource transfer. Does the minister agree that this could well be a case of smoke and mirrors on the part of the council?
