I am sure that the Parliament endorses the view that Lockerbie should now be allowed to get on with its life and, if possible, return to the type of community that it was before this dreadful incident occurred.
Recommendation for such decisions should come from the commissioner to the committee, otherwise the process could get a bit unwieldy.The time limit itself is more problematic.
In this case, the desire to get rid of surcharge conflicts with the desire for Parliament to conduct its affairs in a thoroughly democratic, open and sensible way.
However, I shall make it clear to Jackie Baillie that she should let the member know about that. It is important to get those things right, rather than to produce results early.
