I know of a number of cases in which council tenants have been left freezing while in the same street private tenants are getting help quickly. Is that problem caused by the fact that councils prefer to deal with streets as a whole, or is there a more sinister reason for it, such as repairs being held back because of the Glasgow housing stock transfer?
