Does the minister agree that one man's increased traffic volume is another man's economic development and that the best way for Scotland to tackle emissions and road traffic is to improve the road network to bring an end to bottlenecks and traffic jams so that we can get on with building the economy? In my visit to the Western Isles during the review, I saw the huge effort that is being put in by the staff and the huge benefit that patients are getting from the services.I want the issues to be resolved, but they are best resolved locally.

It seems to be very odd that we do not get that information. Perhaps that is partly to do with the speed of this particular procedure, or maybe it is a fault in the procedure itself—I do not really know.There are two points.

If the SNP members of the local councils in the area affected want to decide to provide such relief, they should make the necessary decisions, rather than send Roseanna Cunningham along to the Parliament to try to get someone else to make those decisions for them.The summit was about much more than the profit and loss to Scotland.

However, I am sure that Alasdair Morgan, and other members, would agree that the most appropriate way of dealing with the issue is to ensure that the services that get the best outcomes are provided for local people; logically, the structures should follow that.

It was my experience growing up in Arran that we did not need a holiday to enjoy a ceilidh; we tended to get on with it anyway. Let me make it clear that next week's St Andrew's day celebrations do not consist only of a ceilidh, although that multicultural event will be important in itself.
