The Scottish Executive is participating actively with the UK Government to implement the site identification and protection requirements of the EU Birds and Habitats Directives beyond territorial waters.
One of its main aims is to provide a co-ordination role for waste minimisation activities in Scotland and link into waste minimisation programmes and activities elsewhere.
From the very start, before planning applications were submitted, that institution has made big efforts to get the community involved and to explain what would happen when it came to Musselburgh.
In practice, a report's findings have appeared before the committee has had a chance to read them. In fact, we do not get to see a report until the commissioner sends it to us.
Gavin Barrie will correct me if I do not get the detail absolutely right. Appointments to the UK board will be made by the Department for Culture, Media and Sport in consultation with Scottish ministers.
As this is my first Procedures Committee meeting, I realise that I might be getting into this issue somewhat late and that decisions might already have been taken on the matter.
