We do not want that. Organisational change may be necessary and appropriate in some places, but joint agendas may be being achieved incrementally in other places.
There is a requirement for that debate to be held in a public forum because, as you have said, the local plan may state that a site is for X, yet there may be a proposal for Y.
At this stage, we are raising the issue as a good practice point that local authorities may want to consider and that either the Scottish Executive or the committee may want to recommend.
As we have a new minister and as a decision may be imminent, I would like the petition and all the responses that have been received to be forwarded to the minister for her consideration.
The matter would then be referred to the full Parliament. If members wish, they may lodge a motion to annul. I do not feel that we should take that approach in this case.
