We heard from the Cabinet Secretary in August that only a small proportion of people required to quarantine were subject to any follow up contact after receipt of an initial e-mail. A target of up to 20% had been provided for the numbers to be followed up with a maximum capacity of 450 set although that figure had been exceeded.

For surplus earnings rules, retaining the higher earnings threshold before income is carried over would ease the impact of fluctuating incomes and provide greater certainty for those in receipt of Universal Credit. We recommend that the threshold be maintained at £2,500.
