The bill as it stands does not specify how prohibition, enforcement or alterations notices may be withdrawn and may therefore be subject to confusion and misinterpretation.
The explanation is that the regulations may specify particular things, but they may also specify more general matters; hence the inclusion of both references.
We have always talked about trying to obtain parity on an average basis, so I think that no one will dispute the fact that some individuals may get huge amounts while some may get low amounts.
