Will the cabinet secretary commit to publishing a list of all capital projects, with revised costs and timelines, before the start of the summer recess? Jackie Baillie is quite right to point to all the pressures that are impacting on capital budgets.

I want to put on record my comments about the Scottish statutory instruments as a whole. At this time of recession, and with welfare reform going through Westminster, large fee increases in our courts are particularly troublesome.
Investment in infrastructure is the single most effective way to tackle recession—Mr Swinney used it effectively during the last recession, after the banking collapse in 2008—and, with a Brexit recession looming, it is an essential intervention.

The past decade covers the period of the global financial crisis and the deepest global recession since the 1930s, of course, so it is not surprising that Scottish GDP growth over that period is below the pre-recession trend of growth of around 2.1 per cent each year.
