In Scotland, business expenditure on research and development runs at less than half the UK rate which is, in turn, lower than the Organisation for Economic Co-operation and Development average. OECD studies confirm that R and D is the optimum driver of economic growth, but in the current economic climate, the pressures on R and D budgets will become even greater.
