This means that liability for payment lies with the National Insurance Fund. The payments for the former employees have been processed and they should by now have received payment.
I do not know a lot on the subject, so it might be helpful if the clerk, Steve Farrell, could assist us. I understand that the Public Petitions Committee can make decisions about priorities.
I believe that the programme has undergone close scrutiny after lengthy development based on programmes south of the border that have been evaluated as having more of the essential components of a successful programme.
