To answer your question specifically, there are always ways and means in terms of codes of practice. As you know, there is legislation elsewhere in the Scottish Parliament whereby we make codes of practice conditional or statutorily establish codes of practice.
It is clear that the detail of how it will work will be in the code of practice. The committee has recommended that the bill should be used to outline the issues that the code will cover.
