Might I come back on a small point? Section 62(7) says:"The sheriff may, on cause shown, hear an appeal after the deadline set by subsection (1) … or, as the case may be, (6)."
In some cases, applications for other orders may be justified. For example, if an adoptive parent dies, a birth parent may seek to have the child returned to live with him or her.
There may be arguments that such bills should be amendable and that projects may go on and off the agenda and that the Executive would not therefore try to use a section 27(6)-type power in the same way in other legislation.
