I would like to ask about the obstacles that may exist in the model that you have suggested, whereby local authorities and local enterprise companies may share a common agenda and common resources.
From the data, we do not know how many patients died subsequently in hospital for reasons that may or may not be attributable to ambulance delays, or how many would have died without entering the A and E department.
To emphasise that, even if a decision is made not to put someone on a list, the fact that they have been investigated may be of interest to us. We may take a different view about their suitability to remain on our registers.
