When the commissioner is given information, he or she may receive additional information that makes it insensitive to publicise the information at that time, although later, the information may not be as sensitive.
We should ask the Mental Welfare Commission for clarification and for its observations. It may be that the present legal restrictions mean that its records should not be disclosed; those may not currently fall within the act.
We must know whether there is dissent among the experts. There may not be, but the experts may have been chosen because they will validate the action plan.
