That does not mean to say that those fine defaulters may not ultimately end up in custody; for example, if they have breached the SAO, the court, in dealing with that breach, may decide on custody.
The bill will impose on those people, perhaps retrospectively, a new set of terms and conditions that they may or may not have agreed to when they decided to cohabit.
