The bill contains fairly controversial powers that may require guidance. There is no compulsion on ministers to issue guidance—the word "may" is used.
It is suggested that"the Committee may wish to write to the Executive asking for examples of how the power may be used, why it considers negative procedure to be appropriate, and whether affirmative procedure was considered."
We may still want to appoint lead members to carry the inquiry through, but I suspect that, considering the time scale and members' commitments, we may not want to leave work of that scale too much in MSPs' hands.
