Gathering figures may not be the root cause of the problem that we face, but if we have no real understanding of the extent and prevalence of the problem, we cannot commit to it the correct level of resources and attention, so that we can deal with it effectively.

It is not really extra money, and the Northern Ireland Executive's borrowing powers—such as they are—simply reflect the different constitutional arrangements that exist there. The Executive may have borrowing powers, but local government in Northern Ireland has very limited powers and responsibilities.
