Can you explain why you think that you can do better on efficiency savings next year, and why this year was perhaps not as good as you had hoped? If I may, I will take the concept of efficiency in a wider context.
Are you aware of any assessment having been carried out of the effectiveness of residential treatment and whether it represents good value for money, given its high cost and the investment that is being made, as opposed to community treatments, which are preferred in some areas? Claire Sweeney or Sally Thompson may be able to help with that question.
Such strategic decisions are what the national planning framework is about. A decision may have a beneficial impact on one area and a deleterious impact on another, but it must be made with a full understanding of the implications.
For example, emphasis could be placed on combined heat and power schemes, which would have a practical impact. May we hear more about alternative uses for resources to tackle fuel poverty?
Finally, will the minister answer the specific question that my colleague, Ken Macintosh, asked: when will pupils make choices about the exams that they will take, which may replace standard and intermediate grades?
An answer to a parliamentary question indicated that, since May, the Government has set up an additional 24"consultative committees, groups, councils and other bodies".
I suspect that we will debate such issues often, and that we may not see eye to eye, but I hope that we can agree on the need to make progress in driving down waiting times.
