Members are aware that the commitment to democratise health boards through direct elections was a key Scottish National Party manifesto commitment.I am aware from the committee's previous evidence sessions that some groups have expressed the view that a preferable way forward would be the Government investing further in existing public engagement and involvement programmes. I make it clear at the outset that I do not see the situation as an either/or situation.
