Is it correct to say that it prioritises people over buildings? That is fair to say, because the code of practice sets out that the priority is always people.
I make it clear that coding is an operational matter for the NCF and that, as such, we would not seek to prescribe how it should be designed or managed.
For me, it might be through the legislation. Through updates to the code of practice and guidance we have re-examined whether the code of practice could make that point clearer for local authorities, but we simply have not cracked it.
