The Public Appointments and Public Bodies etc (Scotland) Act 2003 (Treatment of Office or Body as Specified Authority) Order 2005 will allow bodies that are in the process of being established to be regulated by the commissioner as if they were included in schedule 2.From time to time, it may be necessary for further orders to be presented to keep the schedule up to date. That is a routine matter and will not bring about any change to the Executive's policy on public appointments.

We want the road network in Scotland to improve and we want transport connections to improve, but I am not in a position today to give Fergus Ewing his start date. Does the minister accept that moving from dual carriageway to single carriageway at frequent intervals on the A9 is one of the contributory factors to the relatively high accident rate?

What we have in this country is a justice system in which many of the practices are out of date and many of the agencies, departments and organisations responsible do not co-ordinate their activities well enough.

Where there are rules that are, in my view, wrong and out of date that prevent people with relevant experience and relevant qualifications from moving into teaching qualifications to allow them to teach in our schools, the rules should be changed by the General Teaching Council for Scotland, which is the responsible professional body.
