I have no doubt that there are children and young people who require additional interventions because English is not their first language, but what are your feelings about the fact that, for lots of children, having two languages is a good thing intellectually that we should celebrate? When the large group of children who do not have English as their first language are put into the ASN category, how is a distinction drawn between those who require help and those who may be entirely fluent and whose bilingualism should be celebrated?
