The formal process for producing animal welfare codes is highly resource consuming, requiring significant official and parliamentary time, which means that it is difficult to update animal welfare codes as often as is ideal for animal welfare purposes.

Purpose of the instrument
The Notice revokes the “Codes of Practice for the Welfare of Laying Hens”, which was published by the Scottish Ministers on 23 April 2012.
Schedule 3 of the Ethical Standards in Public Life (Scotland) Act 2000 establishes that Integration Joint Boards are “devolved public bodies” for the purposes of the Act, and IJBs are required to produce a Code of Conduct for members based on the Model Code of Conduct for Members of Devolved Public Bodies.
The Minister stated it had been a difficult balancing act and that the work of the adjudicator and the code would be reviewed after 31 March 2026, and every three years thereafter.
The Standards, Procedures and Public Appointments Committee recommends that the Model Code of Conduct for Members of Devolved Public Bodies be approved.
