In discussions that I had yesterday on a range of subjects, that was not suggested.I was slightly surprised that Mary Mulligan did not choose to raise the issue of variability, because in the middle of May 2004, when she was the Deputy Minister for Communities and I was a member of the Communities Committee, I raised that issue with her.
