As the cabinet secretary Fiona Hyslop indicated in the chamber during portfolio questions on 12 September and at the Culture, Tourism, Europe and External Affairs Committee’s pre-budget scrutiny meeting on 26 September, we have deferred the introduction of the fund as budget constraints continue.
That will establish whether the ambient noise levels exceed the pre-construction ambient noise levels or the levels reported in the environmental statement.
It would have helped if John Scott had listened to my original answer before he asked me his pre-scripted follow-up question. I announced to him that the headteachers charter is already in place; that would not have been the case if we were waiting for a bill—it would not have happened.
At the meeting on 25 October, we agreed our draft report on the pre-budget scrutiny. We also considered our work programme and agreed that, at some future date, particularly given today’s scrutiny, we would invite the chief constable and the chair of the Scottish Police Authority to give evidence.
The Scottish Government will offer whatever support it can. I cannot pre-empt the conclusions of the MAIB, but I assure members that we will do everything possible, not just to support the families but to ensure that they can recover the bodies of their loved ones.

To ask the Scottish Government whether the Passenger Assist app, which enables disabled passengers to pre-book boarding assistance six hours ahead of a train journey, will work in Scotland and, if so, when it will be available for passengers to use.

UNICEF have confirmed that they currently have 117 gold schools in Scotland. 355 schools have silver awards and 484 schools have bronze awards. The number of registered schools (pre-bronze) is 317. Over 1200 schools in Scotland are working towards or have achieved rights respecting status.
