To pick up on Seonaidh’s last response, there is no opposition to having the standards, but we feel that they should be carefully defined in the bill, because the local authorities that will be accountable for the standards need to understand in granular detail what the standards are, how they are going to be measured and how they will be ultimately accountable for their delivery.
