I suspect that it is just an easy way to get payments into local authority bank accounts. I am not convinced. Could you give us a bit more information on that?
The other issue is that of including in the Sewel motion the date of introduction. I know that there have already been examples in the Parliament of bills that have been introduced and Sewelled but which have fallen, with the process starting again.
Whereas, south of the border, the limit will be six months from the date of the offence, I think that, in Scotland, it will be three years from the date of the offence.
