The question now is whether issues can be identified that can push the matter further up the priorities of local and national decision makers so that there will be a strategy that will result in much better quality facilities. A relatively modest contribution may be required in some cases, but in other cases, people may have to start from scratch to provide something that is much more multipurpose.
