I think it only fair to report to the Parliament that I did not find the secretary of state as enthusiastic as the Scottish Parliament about the idea of this Parliament having control over its own electoral system. On such a dreich day, it may be uplifting to talk about a blaze—the blaze of quangos to which the First Minister referred yesterday.
