I can work on the report over the Christmas holiday, but I do not want to be more specific than saying that the report will be ready by some time in January.
We will seek clarification about where the power to make such retrospective provision can be found. Further, the date in regulation 36 does not tally with the date that is mentioned in the explanatory note on that regulation, so we will ask for clarification of that.
Perhaps I should give an outline of what has happened to date, although it is not possible to extrapolate from that what will happen in the next tranche of applications.
Those placing requests can be made once the previous school commencement date has passed, but not before. The school commencement date is the August before the date on which the children would be entitled to start school.
Alex Fergusson's point about the debate being moved from one date to another is a red herring. The original date for the debate was altered because the Education (School Meals) (Scotland) Bill required full consideration.
