We should ask the Executive to explain the vires of regulations 18(4) and 18(5), given what section 29(2)(e) of the Scotland Act 1998 states. Fourthly, the word "date" seems to be missing from regulation 43(2)(a), but perhaps we should ask the Executive to confirm that.
