Mr Johnstone mentioned the situation in Dundee City Council, which is setting its budget. He may also be aware that the council tax in Dundee has only ever been reduced once, through an SNP budget.
The first is that I am required by an act passed by Parliament to bring forward principles for your approval. That is one aspect. I may, under those provisions, bring forward complaints-handling procedures.
As everyone knows, that is the great strength of the Parliament’s legislative process. The Government may have thought that the amendments were not controversial.
We are seeking the power because we recognise that this is a very sensitive and important policy area. In future, we may well need powers to introduce regulation.
It would be premature for me to speculate about what issues may affect decision making, but I assure the Parliament that those discussions are still under way.
