Secondly, the next set of amendments stem from a change to the bill at stage 2 that allowed for exemptions for the pre-notification provisions based on the size of the land that is being sold or transferred. That is known as the de minimis threshold. However, stakeholders representing landowners and community interest groups agree that, as well as setting a de minimis threshold, there should also be an ability to exempt certain types of transfer from pre-notification measures.
