Committee consideration
The DPM explains that the Scottish Ministers consider it appropriate to bring the substantive provisions of the Bill into force at a date that they consider suitable when the appropriate preparatory work is in place and to allow flexibility to address any issues or delays arising during the preparation for commencement.
The Committee invites the Scottish Government to consider whether there may be merit in examining the issue in relation to assistance animals at a future date.
Categorisation of wildlife crimes
The Committee heard concerns that the consistency of approach for categorising and prosecuting different types of wildlife offence.
This is in effect a framework provision, with much of the detail to be set out by the Scottish Government in regulations at a later date.
The Bill essentially sets out that the Scottish Ministers are required to make a period products scheme.

The charity's work, particularly its work with the needy elderly people whom it supports, is by no means out of date or moribund. On the contrary, the people who are supported by it are very grateful.
Any local authority not intending to agree the offer, and associated terms, must notify the Scottish Government by 18 January 2019. This is also the date by which any discrepancies identified by local authorities or COSLA should be raised with the Scottish Government.
The development of that situation has a long history. We have established a nurse bank for the whole of Lanarkshire and, within the next month, a senior member of staff who will have overall responsibility for that will be appointed.
