To ask the Scottish Executive what sums it has paid to the purchasing banks in each year since 1998 in respect of the student loans sold by HM Treasury in 1998 and 1999 and what obligations were covered by these sums.
That raises financing issues that, in the case of an alternative bidder, would be for the banks. There is Treasury guidance on how to do all that, but it has not been done before for prisons.
For example, the Scotch Whisky Association (SWA) said that “exports have held up well in the EU”, with EU exports in 2022 up 8% compared to 2019.3Scottish Parliament. (2024, February 8).

The comments that Alasdair Rankin just made would apply most directly to organisations such as the Royal Bank of Scotland, but FirstBus has had the experience of recruiting people directly from outside Scotland and all that goes with that.
