Scottish Enterprise said there is a strong and close working relationship with the Scottish National Investment Bank (SNIB) with a “joint pipeline” that they are working on together.
SG may benefit from the development of a bank of standardised objectives, aligned to the strategic vision for consideration when rapid responses are required. 3.2 SG should document critical success factors for the intervention, and review thresholds which document clearly the aims and limits (e.g. maximum financial exposure, maximum shareholding).
Figure 1 (above) indicates that Covid-19 deaths account for the vast majority of all excess deaths between 2020 and 2022 (around 95%). From the week ending 30 December 2019 to the week ending 30 January 2022, there were 11,817 excess deaths compared to 11,168 COVID-19 deaths.
Tangible and impactful initiatives supported by the Fund to date include winter payments to low- income families, Christmas meals, food bank grants, Love Local food vouchers and free school breakfasts.
We receive assurances on the bank’s support for a wellbeing economy through the fact that the missions that ministers set for the bank align closely with our wellbeing economy principles; the fact that the bank’s robust investment processes ensure that investments align to at least one mission; and the work of the bank to measure the benefits of its investments, information on which was published in the bank’s impact report.
Transport Scotland officials have told the committee that it became clear only in late 2022 that the 2025 completion date would be missed, but the committee has heard that it was common knowledge among experts that the date would be missed several years before that.
