Fuel Poverty (Target, Definition and Strategy) (Scotland) Bill: Stage 1

The 2017 Act only contains one power in section 3(2) to change the base date for measuring absolute poverty. The Scottish Government responded that the 2017 Act and the current Bill measure different things in different ways and so the powers required to ensure the legislation can function are also different.
